The Diocesan Superintendent of Catholic Schools is appointed by the Bishop of Biloxi.  The Superintendent shall be responsible to the Bishop and in consult with the Vicar General for the implementation of its policies in the diocese. This includes establishing and maintaining an orderly plan for preserving and making accessible the policies and regulations to all pastors with schools, along with parishes that provide subsidy to schools.

The Superintendent shall be responsible for reporting to the Bishop and/or the Vicar General on the operation and status of the Catholic school system. The Office of Catholic Schools shall be under the direction of the Superintendent who shall have responsibility for the administration and supervision of education in the schools of the diocese. The major duties and responsibilities of the Superintendent of Catholic Schools are covered, but not limited, in five key areas as follows:

Spiritual:

• Lead implementation of Missio Nostra (“Our Mission”) throughout all Catholic School
• Ensure Administrators, Faculty, and Staff are prepared for Living Out The Great Commission Of Jesus Christ
• Ensure Administrators, Faculty, and Staff are leading our students, in concert with parents, toward becoming Intentional Disciples
• Ensure all schools are collaborating with pastors, catechists, and parents in the development of a Faith Formation Plan for all students
• Develop own Faith Formation Plan
• Work with both Diocesan Religious Education and Youth Ministry Directors toward forming active faith communities in all schools
• In concert with both the offices of Religious Education and Youth Ministry implement a system of metrics for verifying progress toward evangelization by all
• Work with school administrators to enhance the Catholic nature of educational programs, including spiritual development, within Catholic schools of the Diocese

Educational:

• Monitors the compliance of schools with accreditation requirements and standards
• Ensures opportunities for professional development for all school personnel
• Work collaboratively with the Principals’ Leadership Team to plan staff development, workshops, and retreat experiences for principals, teachers, and staff
• Provide training for building principals and other administrators as deemed appropriate
• Provide professional leadership by collaboratively developing goals and objectives for the Catholic Schools and overseeing their implementation and evaluation
• Implement Diocesan policies and interpret policy and regulations for schools
• Evaluate Diocesan-wide student assessment programs to ensure effectiveness
• Disaggregate assessment scores to determine strengths/weakness in core instructional areas
• Ensure administrators and faculties are properly licensed and that licenses are current

Development/Fiscal:

• Take leadership role in marketing Catholic Schools of the Diocese
• Take a leadership role in the solicitation of funds for Catholic schools
• Assist pastors in their efforts to support Catholic schools by finding and providing needed resources
• Have an overall responsibility for the Diocesan subsidy program for Catholic schools
• Collaborate with Pastors toward implementing and sustaining the Diocesan Subsidy Plan
• Oversee efforts to ensure stability to schools in financial trouble
• Assist schools in finding grants that will benefit instructional programs
• Collaborate with Diocesan Development Office, schools, and parishes toward developing long term financial plan for schools
• Provide an accurate budget of the Office of Catholic Schools

Leadership:

• Directly supervise the work of the Office of Catholic Schools
• Responsible for all Office of Catholic Schools Reports
• Oversee the development of effective communication within the office and between the schools and various public groups including parishes
• Organize periodic meetings with pastors who provide subsidy to schools
• Act as a resource in studies and planning for new elementary and secondary schools 
• Assume the responsibility for the complete oversight of schools
• Interpret Mississippi state and federal laws which apply to Catholic schools and the Office of Catholic Schools.
• Provide liaison and advocacy activities with major agencies affecting Catholic school education within the Diocese including the Public School Districts
• To serve as an ex officio member of the Diocesan School Advisory Council
• Ensure each Deanery has representation on the Diocesan School Advisory Council
• Maintains professional membership status with National Catholic Education Association as well as other national, state, and local educational organizations 

Safe Environment:

• Ensure all schools provide a safe and orderly environment for students, faculty, and staff
• Verify all school personnel and volunteers, who have prolonged contact with children. have a current background check
• Ensure schools provide routine safety drills and record such activity
• Ensure each school address fire, storm, and intrusion in their drills
• Ensure all schools have current maps of property along with access and egresses
• Ensure all schools have current maps of buildings/facilities along with access and egresses
• Ensure all contact persons are identified along with their current contact information
• Enforce a drug and alcohol free environment including any tobacco/nicotine products

Perform All Other Assigned Duties

Minimum Requirements

• Practicing Catholic
• 5 year’s experience in School Administration and/or Teaching
• Doctorate Degree in Administration/Supervision preferred
• Current Teaching Certificate
• Effective Administration and Leadership Skills
• Strong Interpersonal and Communication Relations Skills
